Vodacom Urges African Governments to Adopt Lighter AI Rulebook
The telecoms group wants a single body to coordinate AI rules, with existing sector regulators enforcing them.
The paper identifies four African realities that should shape regulation: infrastructure constraints, fragmented data governance, uneven digital literacy, and deep inequality.
Its framework rests on six principles: transparency, accountability, fairness, safety, privacy, and proportionality, adapted to African conditions.
Vodacom recommends a hybrid model: a lead coordination body, sector regulators enforcing AI rules, and a multi-stakeholder advisory council.
