Network Security Written into National Defense Mobilization Law
China's revised law includes network security as a separate category, marking a shift from a 'compressible information expenditure' to a 'non-negotiable responsibility expenditure'.
The revised law, which came into effect on October 1, 2026, includes 13 categories of industries that should bear national defense duties, with network security being the new addition.
This change signifies that network security has been elevated from a ‘communications guarantee sub-item’ to an independent category, making it a non-negotiable responsibility expenditure.
The move is seen as a response to the increasing importance of network security in national defense, with the Chinese military’s network space department being established in 2024 to ‘defend national network sovereignty and information security’.
