Japan Declares Cybersecurity Emergency as AI-Powered Attacks Hit 14 Million Citizens and Breach 495 Businesses
Japan declares a state of emergency in cyberspace after AI-accelerated ransomware attacks and data breaches compromise 14 million citizens and 495 businesses.
The declaration, made on October 9 by the country’s top cybersecurity policy body, marks a turning point in how Japanese authorities are confronting a threat that has outpaced the nation’s defences with startling speed. The numbers tell the story plainly. September 2026 alone produced 86 recorded cyber incidents in Japan, a 37 per cent surge from July’s figures.
The Officials Who Sounded the Alarm, Masaaki Taira, the Liberal Democratic Party’s chief artificial intelligence policy official and head of the National Cybersecurity Strategy Headquarters, convened an emergency session on October 9 and made the core problem explicit. When AI takes over part of the attack process, he said, a small group of hackers can target significantly more systems than was previously possible.
Cybersecurity Minister Toshiharu Furukawa went further, describing the overall situation as “extremely critical.” The emergency session was not advisory. Japan’s National Cybersecurity Office dispatched mandatory security instructions to all government ministries, requiring those directives to cascade down to local governments and private-sector operators across the country.
