Chinese AI model developers DeepSeek and MiniMax secure open-source licenses after new export rules.
The two AI companies have completed export registration procedures and proceeded with open-source releases and overseas licensing activities, according to Chinese state media.
The new export rules were introduced by the Ministry of Commerce and Ministry of Science and Technology, which also included provisions requiring official registration for covered technologies.
The move has raised questions about Beijing’s intentions regarding Chinese AI companies’ expansion overseas.
