China Publishes White Paper on AI International Application and Governance Cooperation

The white paper, jointly published by the China-SCO National AI Application Cooperation Center and the High-End AI Academy of Renmin University of China, outlines the concept, core capabilities, and practical achievements of China’s AI international application and governance cooperation. The document aims to promote global South countries’ sharing of AI development results and push forward the construction of a fair and reasonable global AI governance system. The white paper proposes a three-dimensional collaborative framework, including ‘ability building, scene fusion, and governance consultation.’ Ability building involves sharing core technical capabilities, such as models, computing power, and data, as global digital public products. Scene fusion focuses on economic development, social livelihoods, and global public governance, providing modularized and customizable intelligent solutions. Governance consultation involves promoting dialogue and mutual recognition of governance rules and technical standards through multilateral platforms. The white paper also highlights several practical cooperation cases between China and global South countries, including in agriculture, healthcare, disaster prevention, and talent cultivation.
