Africa Needs Adaptable AI Rules to Suit Each Market's Level of Readiness

Governments and enterprises need clarity on AI governance to protect citizens and enable innovation.

Governments need frameworks that protect citizens while enabling innovation; enterprises need clarity about their responsibilities; technology providers need rules for developing and deploying solutions; and investors need confidence in the markets where they commit capital. Several countries have adopted national AI strategies, and the African Union endorsed its Continental AI Strategy in 2024. However, translating policy objectives into governance and implementation remains a challenge.

Effective AI governance calls for far more than publishing a strategy. It also needs appropriate regulatory capacity, specialist technical and policy skills, effective oversight and compliance mechanisms, and the resources to translate principles into practice. National priorities, economic structures and levels of AI adoption differ, so governance arrangements need to suit each market while learning from other countries’ successes.

Organisations operating across several African markets need to understand which obligations apply today while building systems that can adapt as regulatory frameworks evolve. A single approach imposed uniformly across the continent is unlikely to work, and more valuable is a growing body of tested practice that markets can adapt to their own circumstances.
